If you are looking for free svn hosting then take a look a Google, they give you a free machine as part of your free tier and you can use it to host an instance of the Bitnami svn stack.
So totally free as in free and you are limited only by the amount of free disk space Google gives you which is about 30gb.
The servers are easily fast enough for svn and if need to to you cam move it or stop/start as needed but I just keep mine running all the time and it costs nothing..
